      Method and limitations
      • Scores are relative to the cities on screen, not absolute ratings.
      • Robust means a top-three place in 90% of 2,000 reweightings and at least postings behind it.
      • Setting a pillar's weight to zero shows whether it decides anything. For a transactional hub the top band survives losing any pillar except cost; for a judgment centre five of seven move it.
      • Bands group cities the draws cannot tell apart. A city opens a new band only when every city above it finishes ahead in at least of runs — so cities sharing a band have no established order between them.
